Part 'E' requirements (England & Wales)
With higher density developments and changing population demographics, sound transmission between buildings is an increasing problem. The revised Sound Resistance Regulations have been designed to counter the rising level of complaints received about noise transmission and improve the welfare and convenience of building users. Below is a brief guide to these new requirements, to allow you to understand their meaning and how you can comply.
Who are affected by these changes ?
• Buildings where there has been a change of use relating to conversions and refurbishments. Effective from 1st July 2003. • New build houses and flats. Effective from 1st January 2004 • Domestic Extensions.
Pre-Completion Testing
• For the first time, buildings are to be tested prior to completion in order to confirm the meet or exceed Part E standards • The Regulations require that one in ten of each construction type requires testing. • All test are at the Building Inspectors discretion • Failure in the test, will result in the sound insulation needing to be improved and the construction type re-tested. • Only exceptions are constructions which conform to a Robust Standard Detail document (RSD). These are constructions that perform consistently well and do not require on site testing. Robust details are construction solutions which provide an alternative to pre-completion sound testing as a method of complying with Part E (resistance to the passage of sound) of the Building Regulations (England and Wales). http://www.robustdetails.com
